It’s unclear what exactly is causing the bug to appear. The only current fix for the bug should you get it is a factory reset of the console itself. Your PS5 library will show that you own the game or app, but the PS5 Store will ask that you purchase it. The game or app is then stuck in a limbo state, unable to download or be canceled and redownloaded.

The bug can then seemingly take two forms, either listing the game/app as Queued for Download, or as having suffered a download error.
